Just a quick google revealed legal distance of 100 yards... not sure if that's for all whales or certain species. AFAIK, a vessel on the ocean in open seas is bound by the laws of it's country of origin, so even if you went x number of miles off the coast, it was still bound to the U.S. laws.

If the whale comes right next to the boat what are you supposed to do? Those 2 pics are the only close ones I was able to get since after that one incident the boat stayed kinda far from the whale.
