Couple of easy questions about "Changes remaining" for DVD regions.

I have a new burner with an unset region so far. It says it has 5 changes left. This is recorded on the burner, right? So, if I change 5 times I can never change more than that? I also see that my older -ROM that I've had for several years has an unset region (I used it in the past, but not in this recent OS install). It has 2 changes left. Is this because every install of an OS that eventually led to my watching a movie counted as a region set (even though they were all US)? If so this would mean that you can't reinstall an OS many times on a DVD drive.

Windows never sets a region unless you tell it to. And the region is encoded on a CMOS chip on the drive itself, so the counter is not reset or anything like that.
