If I go with a bank like ING, can I have deposits setup to be automatically taken from another account monthly?

Also, does ING specifically help out with ATM fees? Or are they more for savings only?

Yes

For savings only, I don't think you can even get an ATM card, you just transfer your money back to a regular checking account
