Countries w/non-extradition treaties w/the USA?

i think it is a lack of an extradition treaty, not a treaty that disallows extradition
although countries like mexico have an extradition treaty with provisions that extradition is blocked if the punishment for the crimes is death

True.

Canada also blocks extradition for Capital Offenses if the punishment is death.

Better have access to a large pile of disposable cash...most of the non-extraditing countries are firm believers in the bribe system...(gotta grease a few palms from time to time if you want to stay free...)
