i have a 56k external modem, im in australia, when i ping my ISP, it gives me 135ms lag, i consider that to be prety good, now i just wanna know what settings i should use in cs, or half life.

do youse know?

cl_cmdbackup which i really dont know what it means

any other tips would be appreciated, and btw, does turning off compression help?

yes i know this is 56k, but unfortunately, we get volumed broadband here and its expensive AS

Sorry, but that is about as good as 56k will ever get in CS. Even some DSL (at my friends), get only 80-100 ms on most servers, consider yourself fortunate! 😉
 
135 is quite good, you'll never get better than 115 unless you using a qizmo or other proxy.
You can try looking for a tweak guide for your type of modem. You may shave a few off that way.
If you isp has a halflife server you should be able to get 120 at that one.
Anything above 120 may just be internet distance between servers.
You can do a dos tracert command to the halflife server and see what your first hop is.
