counterstrike not working

when i try to connect to a server in counterstrike, the message "network starting..." comes up. but it doesnt get farther than that. why?

Yea, they've beeen mostly down all day.

However if you replace (first backup) the contents of your woncomm file (HL/Valve/Woncomm)with this, it seems to work:
