Counter-Strike Source question

I thinkthere is a tool on steam, you have to download (tools-source dedicated server) thats if its over the internet. If its a local network game just go into game and "create server" and ur friend can find ur server from "lan" tab in servers menu. If its over internet, give him the ip and he could find it by using add to favorites.
 
open the game > new game > do the map/settings/etc > then launch it. once you're in game open the console (by pushing ~) and make sure sv_lan is set to 0 instead of 1.

obviously you need to make sure the ports on your router are open as well.
