I assume you're running at 1280x1024 resolution. My rig can run CS:S at 1280x1024 just fine with medium to high settings (P4 2.8, 1GB, Radeon 9800P). Do you have V-Sync turned on? That might be what's limiting you to 60fps.

did you oc your video card? A 6800 is about the same speed of the 6600GT unless you overclock. The fps your getting is normal for your card and cpu. Your largest bottleneck is your video card, next is cpu. There's not much you can tweak CS, although you could tweak the network commands to make it seem more smooth (same fps, better connection to server). Depending on what kind of internet connection you have (if high speed, go to console and set "Rate 20000"), then set cl_cmdrate and cl_updaterate according to your fps (set it too high and it will drain your bandwidth, too low and you won't be refreshing as fast). For example, i set mine to "cl_cmdrate 99" and "cl_updaterate 99" since i can run cs at 99fps average. Then, go to console and type in net_graph 3 and notice the green (also think there's a red one) lines on the bottom and make sure the lines are near straight, if they move up and down too much, that means you have to set your rates differently (including the rate 20000). That's about all the tweaking possible unless you want some commands to gain more fps but lower a little quality...

most command line tweaks that turn off things like haze and rain have been locked as cheats and no longer work. as said in the other thread, use -dxlevel 81 to use that render path for more speed. add to shortcut command line. try it.
