Is it a driver issue? Here are the specifics of the computer:

MSI K8MM-V Socket 754 Motherboard
Athlon 64 3000+
40GB Western Digital hard drive
1024MB Corsair ValueRAM
BFG 6800GT OC AGP
420W Aspire PSU

I was thinking it may have something to do with the drivers on the video card. We are using the latest ones from nVidia, driver version 81.95.

Any help is appreciated, it just started doing this today a couple hours ago.

restart steam? is it only cs:s? do other games work like hl2, hl2:Dm? did you change any config settings with cs? try validating all your cache files (to learn how to, go to steampowered.com and click on support and read number 13)

HL2 isn't installed, he just ordered source from steam... and he has no other games to try it out. it just randomly rebooted again while it was idling in windows. i think its a ram issue, we're going to run memtest over night and see what the results are.

Are you saying that you replaced the Aspire PSU with another one? Because if you didn't, I could see why it wouldn't reboot, let alone start in the first place!
