Counter Strike lag

Have been playing half-life and counter strike for a few years.

Since yesterday, I have a noticeable lag that I never did before.
There are times that everything freezes for a moment.

I am on Time Warner Road Runner cable, and run XP SP2.
I re-installed the OS yesterday!
No hardware change.

What could I have done to cause this?
Is there a way to find out if it is the service from Road Runner that has changed, or if it is a setting on my computer?

yes i recently had that problem. my FPS falls to like 50 something and lags the beginning of the round. after a few matches it manages to stablize itself.

i do have a sh*tty VC gf4 mx440, but i did run CS very well prior to some updates on steam.

my advice: fps_max 101, rate 99999, bind "space" kill
