9600 XT is too slow for counter-strike, may I suggest you upgrade to a 9800 XT?

j/k :p

There is a known ATI video card problem with CS. There exists further patches for the games you can get I've heard about. Google for em?

You shouldn't need a new card...I've got a Radeon 9600SE (it was a freebie)...fps: 100

There's a MAX_FPS setting in the cs ini file. Make sure that's set to 100. (apparently CS won't do any higher than that)
