Counter-Strike error HELP!

I just installed Windows XP and i installed Half life applied all the updates up to 1108, then i installed counter-strike up to 1.3
My problem is, when i start counter-strike and go into console i get this error message:

HOST_INIT: COULDNT LOAD GFX/PALETTE.LMP

I cant play the game at all because running the game requires the console.
