Counter-Strike and FPS Help!

I just reinstalled CS after a long time and now am having trouble with my fps. Before I stopped playing four or so months ago I was getting constant 100fps. Now I get 100 a majority of the times but when there is a) A smoke grenade on my screen fps drop to 30! And b) whenever I zoom out or whatever my fps like crazy. It?s not my system hardware because it was fine.
Running a P4 2.4 GF4 Ti4400. Running the 41.09 drivers of NVIDIA.

Is it SP1 or something? Argh

use refreshrate fix on those crappy Nvidia drivers and change your fpsmax to 100. that should fix up things. But you do realize that sometimes the fps does drop to 30 with a intense (8+ people) fight with all kinds of guns fired and nade thrown.

--Scsi Even my Ti4600 gets drop to 60fps but never have I got down to 30fps.

also make sure your v-sync isn't on. <---- could be a major problem area for newly installed games.
