Here's the White House flag half-mast protocol according to Newsweek. ;)
https://www.newsweek.com/donald-trump-john-mccain-white-house-american-flag-half-mast-code-1091158

Following the death of principal government figures, including senators, representatives and governors, the president can order the flag to be flown at half-staff as a mark of respect for their memory. The length of time the flag remains at half-staff depends on the person’s title. The code states:

  • President or former president: 30 days from the day of death
  • Vice president, chief justice, retired chief justice or speaker of the House of Representatives: 10 days from the day of death
  • Associate justice of the Supreme Court, secretary of an executive or military department, former vice president or governor: from the day of death until burial
For members of Congress, which the Flag Code defines as a senator, representative, delegate or the resident commissioner from Puerto Rico, the flag is to be flown at half-staff on the day of death and the following day.

So from what I read in the news/on-line, the protocol was followed.... the day of death and the very next day. ;)
Not sure what the protocol is for U.S. Capitol Building. Interesting link.... http://www.flagguys.com/etiq.html

What if precedent doesn't follow protocol?
As mentioned earlier, it was half-mast during Senator Ted Kennedy's wake/funeral, 9 years ago.

However, many people became upset with the President's actions regarding McCain due to precedent.
Usually, the flag atop the White House has stayed half staff longer for a former or sitting senator who has died than it did for McCain.
President Barack Obama proclaimed that it should stay half staff for senators Ted Kennedy, Robert Byrd, Daniel Inouye and John Glenn until they were interred.
That did not initially happen with McCain.

From what I read, Trump bowed down to the complaints from lot of people to extend the WH flag half-mast until the day of burial... for a Senator
(a member of Congress), which only he as president can order according to the law currently established.
