Could this be a bad motherboard

I have a toshiba laptop that had these symptoms: slow boot up, audio was slow/delayed/slow motion. Once inside it seemed ok, but the audio was always in slow mo.

I noticed that hard drive had bad sectors (scan disk). I purchased a new hard drive, reinstalled everything. It worked fine for about a 1 -2 weeks, and now it's doing the same thing.

Could this be a power issue causing a problem the hard drive, or motherbaord going bad?
 
"Slow audio" is not typically motherboard issue - or any other hardware issue for that matter... It's usually a software-related problem. What kind of setup do you have?

"Slow system" might be a sign of mismatched RAM, but it wouldn't be intermittent, I wouldn't think.
