This is something I've wondered about for a while now, and I was hoping someone (hopefully one of the folks with said tag in their signature) could explain this to me. I am seriously not trying to start a flame war or something, I'm really curious what in the heck "Intel compliance" is. Aren't all x86 chips based on the same set of standards? They have different implementations sure, and they have some different features, but there is no such things as industry wide Intel compliance standards (that I've heard of at any rate). And even if you do consider Intel's x86 implementation a standard, doesn't it go without saying that Intel products are Intel compliant? That's like saying my Toyota is Toyota compliant. Well of course it is.
