currently I have celeron 566@895... using 1.75 Volts...
Can't even post if I go 1.8 volts.. weird isn't it? Question is, if I lower the temperature, like water cooling or something, could I push higher? Would that be possible?
 
If it won't post, it won't post. Cooling won't help that. If you want to prove it to yourself, turn your computer off for a couple of hours, boot, change the voltage, reboot, and see if it posts. When it doesn't (it won't,) you'll know it's not cooling.
