Could guns be considered a public safety issue?

Are guns (with their owners) a public safety hazard?

Fail poll is fail. Why is it that the same number of shooting deaths can be a complex societal problem not easily understood in a stringent gun control city like Chicago but clear evidence that all law-abiding people should be disarmed in other places?
