They'll never disclose the true cost of rebuilding NO (assuming they try to rebuild). The cost is going to be so staggering, if they said it out loud people would demand they stop trying. What they'll do is report the numbers in smaller pieces and divide the work up across multiple agencies so no one can figure it all out.
200,000 buildings need to be torn down and hauled away.
Each one has to be searched for hazardous chemicals before they destroy it.
Sewer lines, water lines need to be rebuilt.
And after all that, then you can maybe start actually putting new buildings back up.
And the work on strengthening the levees and other flood control issues, because they'll say that they need to make sure nothing like this ever happens again. Billions for that.
And the work on the Superdome - what's another $200 million?
And you can be sure that all the public buildings that have been damaged, they will try to get replaced instead of repaired. Why not? It's not their money.
Oh, we'll need all new buses for our schools, plus billions for new mass transit systems.
Remember that we're talking about one of the most corrupt cities and states in the nation, so figure a huge amount of the money will be skimmed off by the people in power.
Also remember that due to over-regulation of everything that is done with public money, there will have to be environmental impact studies done, inspections, etc. all requiring high-priced "consultants". That's probably 25% of the money gone right there.
They'll never even come close to rebuilding for $300 billion. If they gave every single person affected by this $100,000 and wished them good luck, it would be an order of magnitude cheaper than trying to rebuild NO. Oh, heck, make it $250,000 each!
They should just keep the areas that didn't flood (French Quarter, etc.), level the flooded parts, and call it a day.
