Cougar PWM High Pitch Whine

I bought a pair of 120mm PWM Cougars for my H80 and the both have this horrible high pitch whine when running at less than full speed. I'm definitely not the only one who hears it judging from the Newegg reviews and some threads I found. Do these Cougars just have some design flaw or is this something PWM fans usually exhibit?

So is there any good quiet focused alternative PWM fan. Or should I just grab some non PWM Cougars which I already have a few of that don't make the noise.

I RMA'd two of these fans to Newegg after experiencing the same "Switch noise" from the PWM chip/sensor on the fan. After getting the third one and hearing the same thing when connected to the PWM on my motherboard, I tried connecting it to a three pin. Whuddya know?! It works fine now, at reduced speeds, and no whining. My suggestion is just not to use it on PWM, and adjust fan speed through BIOS or software. /fixed
