Costa Rica DOES NOT charge tourist when muggers attack a bus and one of them is killed.

I always find it appalling when the government rewards a victim for surviving an attack, by taking their life away and succeeding where the attacker failed.

Props to Costa Rica for having some common sense.

Costa Rica is a huge tourist and retirement destination for Americans.
I personally know 4 families in my very small town who have purchased second homes there.
I am sure they are doing everything possible to make Costa Rica friendly to Americans.
btw Costa Rica is one of the oldest democracies and has been incredibly stable for many years.
