I had a TX650 previously from about 5 years ago. It finally died about 6 months ago and I got an RMA from Corsair for a new 650.

This one in the past 1 month has been giving me obnoxious problems.

When the fan is not spinning (85% of the time) there is this ticking...but when the fan is running it does not tick.

Wondering if anyone else has had this problem? Currently debating on saying screw it and RMA'ing this one again or just buying a new 850w (maybe the RM?)

If you complain that the RMA unit was defective, they might cover the shipping. In which case, I would definitely RMA again. Thermaltake was nice enough to do that for me. Not sure about Corsair since I have not had a similar experience with them.

I'd RMA it and ask them to send you a prepaid shipping label this time. A new 650w is $50+/-... if anything you can throw it on FS/FT and get some of your money back.
