Water cooling for M.2 SSDs has been around for years at this point. I'd never bother, a small heatsink is generally plenty to avoid throttling. Plus newer mainboards with pcie 5.0 m.2 slots are coming with bigger and bigger heatsinks for them, too.
This is really only for the kind of person that feels the need to be as cool as possible by watercooling everything possible in their system.
