Corsair 16GB 2666MHZ - FPS Drops?

Hey, dear community.
I searched for a "System" Subforum but didn't find anything like that, so I'm creating a Thread in this Sub - I suspect it could be RAM-related.

So I'm having FPS related problems ever since I've bought a complete system and they persist even after upgrading my system.

Usually very high fps without V-Sync - and with V-Sync it drops from 60 to 59 (when opening a certain menu or options) or from 60 to 56/57 randomly while playing (and huges drops while on loading screen, but that is probably normal), resulting in short stutter
Stutter occurs only for a second or less.


What I've tried:
-Moving Games from HDD to SSD and vice versa (improved loading times on ssd but that's it)
- Upgraded CPU (from i5 8400 to i7 8700k)
-Upgraded MB (from h310 to asus rog strix z390-e [could the poor VRM make FPS drop`? but fps drop was present on h310, too)
-Upgraded from Samsung 8GB to Corsair 16GB 2666MHZ (that upgrade surprised me the most, instant +15/30 fps boost)
- Changing my gtx 1070 with another brand of gtx 1070 - same problem
- Used DDU to try and install other Driver-versions
- Tried enabling XMP1, XMP2 and Auto-configuration (strangely enough auto aims for 2133 instead of 2667)
-Tried High Performance Energyplan on Windows
- Tried "Prefer Maximum Performance" in Nvidia settings
-Monitored Temperatures:
GPU: under load 55c and 69c @2K while Fan runs auto or at 65%
CPU: is cooled by Noctua, never exceeds 65c, it's 55c most of the time and 35c/45c when idle)
VRM seems to be hot though, but with side-panel removed everything is okay.
SSD is 49c which is pretty hot, but the HDD is 37c and as I said: both have the same problem
-Changed from old HDMI Cable to newer ones
- Changed from TV to Monitor
- Scanned for Virus with different Tools like ESET, Norton, Windows Defender and MB's Anti-Malware
- Defragmentation
- Disconnect from Internet
-Tried monitoring demanding tasks through task manager and process explorer, aside from small spikes in I/O and CPU there's nothing (well many programs actually cause spikes, sys-tasks most of the time but it does't happen WHEN the drop happens), I don't get why System Commit is at 16GB, are thore paging files? It won't change even if I set a manual size or deactivate paging files altogether - games crash when paging files are disabled
-RAM and CPU drop below their frequencys every few seconds
CPU-Z: RAM drop from 1333/1334 to 1332 or 1331 for a second - normal?

Anyone?

It is frustrating, my System shouldn't have those FPS drops on every Game, doesn't even make a difference when I choose high, low or middle quality-settings.
happens on old and new games.

I think I've provided enough/sufficient information, but if you need to know something else, I'm more than willing to comply.

Does this also happen on a fresh reboot, or does it take some time after the reboot for the issue to present itself?

as soon as I enter a game I'll notice those drops, strange thing is when loading from main menu into any game the fps go crazy (to a minimum of 5fps back to 59 to 25 and back again) but the only annoying part are those microstutters while actually playing, always dropping 3-4fps

happens all the time, after reboot or after shutting down, pulling the powercord and booting the next day again, always the same.

I've mentioned in my other thread (cpu forum) that my CPU is also fluctuating at the same interval the RAM is fluctuating, BUS speed drops to exactly 99,99 from 100 and same goes for MHz (drop by 100-200)

It almost seems like it can't keep up constant voltage....but I have a Seasonic 650w and before that a noname 500w with h310m pro-m2 board and i5 8400 - had the same problem



Edit: I've tried to disable spread spectrum on BLCK and VRM but that didn't make even the slightest difference....

Perhaps the h310m VRM's /power delivery isn't up to the task of running an 8700k?

I'm not using i7 8700k with h310.
Look at the end of my first post I've listed the specs of both, my previous configuarion and my current. :)

h310 was from my previous configuration used with an i5 8400
my current configuarion is z390-e and i7 8700k, both configuration had the same fps drop problem, though (even my old laptop had it and I'm not talking about normal fluctuation, but about microstutter even at lower fps like 60)

Ok so it drops from 60 to 56 fps with v sync on in all your games? Honestly no clue your hardware all looks good and looks like you have tried everything.

Yeah, you basically nailed it.
I believe they happen without Vsync, too, I even get stutter when it is ABOVE 60fps and a drop happens (for example: from 70 to 67 = microstutter, I shouldn't even notice the fps drop until it is dropping below that 60fps)
Maybe instead of replacing my HDD I will replace my SSD or add another one, who knows what else is on my current SSD, it came with a prebuild pc from MSI (Codex 3), maybe even after clean install there are some programs conflicting? Dunno
