Corrupt Video - Can't Figure Out Why

I recently had a video problem crop up on my current system (specs below). The video card was acting up, and would display trash on the screen any time video modes changed (i.e. switching from VGA boot screen to Windows 7, trying to play a video, many of my video games also triggered it). The entire display would be bad, and after about 20 or 30 seconds, things would clear up. I replaced the graphics card with an older one I had (nVidia 7900 GT) and still had the same problem. As such, I figured it might be a motherboard problem.

Fast forward to today. A new motherboard came in, which I placed into the system. As soon as I boot up, video is messed up! Things are corrupt out in BIOS, which indicates to me that it's not the operating system's fault; it's bound to be hardware related.

I've swapped motherboards and I've swapped graphics cards. What else could it be? Is there something I'm missing? Cooling is adequate (graphics were corrupt on a cold boot), and I don't think it's a power issue. Any ideas? I'm about to throw in the towel and just buy a pre-built system from one of the vendors that offers such deals; then maybe I wouldn't have to think about all this. Very frustrating!

I swapped out the monitor, and that didn't help. Also swapped my DVI to VGA converter. No dice there either. Also swapped power supplies. I guess the card is just plain dead. Not sure what's wrong with my old 7900 GT...
