corrupt recycle bin?

I just formatted my computer and did a clean install of win2k (i was using win2k before the format, i got some new hardware and it was time for a format) and i am having a problem now. After I formatted, one of my harddrives will not let me change the name of the drive (ie: local disk). The drive that is giving me the problems is my new 160GB drive. It worked fine before i formatted, and now when i try to change the name of it, it tells me "you do not have sufficient rights to perform this operation". I can access the drive and use the files located on the drive. I am somewhat familiar with permission settings, and have tried everything i know to fix this. I went into the permission settings and i made sure that i have permission for all the files and folders and such. Any ideas would be gratefully appreciated

i also found this out, that when i delete something from this drive, it just disappears. it does not go into the recycle bin. is there anyway i can fix this, does anyone know what has happened
