corrupt profile data?

my computer freezes from time to time and seems to take a while to boot up at times, but only on one user account, and from other symptoms it seems that the profile data is a bit off (still can boot up and use the profile for a period of time) but it seems that after i come home from work it wont even wake up

so im just going to try and make a new account... my question is, how do i easily make all my programs and files accessable with the new account

i.e- my window washer program doesn't show up in the "all programs" portion of any other user accounts

and easy way to fix this other than making shortcuts from the program files folder?
