why would this be broadcast on public tv if it's supposedly just meant to help researchers/police/forensics ?

National Geographic did a special on a "body farm" about a year ago. Its in Tennessee and its is used by forensic experts to examine donated corpses. They get to see various decomposing states to try to determine the time of death.Its a valuable tool for these guys to be able to study the bodies to get a better feel for the time of death. They also had one guy---gave his name as something like G616--- that was willing to let them show his body decompose.They had stop motion video on his body for about a year or so. Animals come in and snack,body bloats,black ooze flows,the whole nine yards. No big deal and it was done in good taste rather than a publicity stunt.
