Coretemp doesn't say the actual speed the CPU is running at, right?

CPU-Z says 1.6GHz when idle, but core temp says 3.3GHz. Which one is right? I assume CPU-Z is right since Coretemp once said clock speed was 6.6GHz, but I'm not 100% sure.

I have both intel speedstep and C1E off so I'm not sure why it doesn't idle at full speed in the case that CPU-Z is right.

You should not be idling at 1.6 with EIST DISabled. In my opinion, however, there is NO reason not to leave c1/c3 and speedstep ENABLED, unless you're having stability issues or have a motherboard/BIOS issue that requires it. You save power and increase the longevity of your CPU by ENABLING those features.

As far as what CoreTemp and CPU-Z are reporting, it would be helpful to know what CPU you're using, and if you're overclocking, your specific settings (at least clock multiplier and BCLK).
 
Core temp is wrong, it has shown my cpu at 3310.82mhz no matter if I am at stock or overclocked since I build this rig.

I have a custom power profile, but I did set it so the CPU would always be at what it would be under performance mode.

I'm using an i2500k, multiplier set to 33 (not auto) in BIOS and BCLCK set to the default in BIOS. I have EIST and C1 disabled in the BIOS. I'm not sure as to why it's idling at 1.6GHz if CPU-Z is to be believed which I think is correct.

Just to make sure your settings are properly applied, I would reboot, enable c1 and eist, and then check CPU-Z again. If voltage and multiplier are properly stepping down at idle with both settings enabled, at least you know they're working properly. If you still want c1 and eist off at that point, you can reboot and disable them again and then see what CPU-Z says.

If you have the higher c-states enabled then expect some transitioning through the LFM.

Try using F9 with CPU-z 😉
