If that's not cheap enough, I highly suggest Paint.net or GIMP (both are free, and will do pretty much anything photoshop can do as long as you're willing to learn/search for the appropriate plug-ins).

I'm still using psp 7.0 from 2000 on my windows 7 machine. I tried the newer ones and it got too complex for me :(

Sorry...but GIMP and Paint.net both suck and are no substitute for Photoshop or the very good Paint Shop Pro.

I should point out that the 3 things only found in Ultimate are SEPARATE programs, not plugins.

GIMP is great, and how can you compare that to Paint? GIMP has many features! just alittle difficult to get used to.
