core2 system- odd startup?

i built a system with an e6300, 2 gb ram, 965 board and when i hit the power button it flickers on then off really quick.
then i have to hit the power button again and it starts up just fine.
ive been told this is normal but im not sure.

Who told you it was normal? Just curious, I've never experienced anything like this, but then I've never had either a C2D or a 965 chipset...
