Core voltage only 1.62, motherboard set at 1.75.. power supply's fault?

My motherboard has the core voltage set to 1.75V. I've been trying to overclock and can only get to 1.81ghz stable (from a P4 1.7ghz). Any increase in power screws things up.

I spent $80 on a case last year and would expect that it would give enough volts (I understand it isn't exact, but 1.62 seems tobe the limit). Is core voltage limit determined by the power supply? Can it be changed?

Enermax EG-301P-VB. Sorry if this is wrong I've never worked with power supplies before. But only having 1.62 available for the CPU is kind of irritationg because I wanted to use this case for all of my future systems.
