core i7 stock fan speeds drop

core i7 920 D0 stepping 5 stock cooler oced to 3.2ghz
intel dx58so mobo
mushkin ddr1600 6gb
xfx ati 5870 1gb
corsair 750watt psu
2x 500gb hdd raid0

problem i am having my cpu fan speed seems to drop to 900-1000rpm from 2000rpm
for some reason , sometimes when i restart and startup its at 2000rpm but once i go into a game for example starcraft 2 it drops to 900-1000rpm
i am not sure why
i turned off all the fan control inside the bios
but i do have that intel oc program (intel desktop control center) installed i am not sure if thats the cause of it ,

any suggestions?
 
yep that was the cause, weird , didnt think a program thats supposed to be for overclocking would do that ,
