So I went into safe mode and changed the ownership of the files such as my documents etc. and I copied them onto my internal.

Now I want to get these files onto an external Drive, BUT will these files open without setting any more ownership things when they're plugged into another computer?

Depends on what filesystem is on the external drive, if it's NTFS then you might have to take ownership of them again.

Correct, FAT has no notion of permissions so everything on it is a free for all.
