I don't think so. You're probably thinking of ammonium nitrate. Mix that with diesel and you've got a bomb. It's easy to get too as it's just fertilizer (46-0-0 IIRC)

they have these pellets that you can flush down the drain, they are blue I believe in the plumbing section...

I had a slot of trees in the leeching field that I had to always get the septic guys out to put sulfuric acid in my d-box about every five years...one year I tried the stuff from wal-mart and it has worked like a champ, you might want to try that
