Will the copper oxide that develops on the outer surface of copper, just look at old pennies, decay the performance of a copper HS?

I imagine it isn't that big of a deal but I am building a new athlon system and I want a good HS that will last.

To develope the type and volume of corrosion that would degrade the performance on your HSF, you would have to be operating your system in extreme conditions of humidity and corrosive atmosphere. As long as you don't have it in a pit toilet you ought to be okay.
