Just as an update, 2nd degree manslaughter charges have been filed against the 2 officers.

The poster was stating that she wasn't qualified for the job, but hired to appease AA rules.

Exactly. Officers are trained in how to use their weapon and what effects it can have. People who discharge their guns like that in normal circumstances are charged with manslaughter. People with training in the area who know better are held to an even higher standard.
