Problem with that being the cop would have noticed it moving forward as soon as he got out of it, or you'd certainly hope so.

Still, unless the truck was on a decline, I can't imagine how it could have run someone over. Sure, it'll move, but hardly fast at all when not under acceleration.

Cross your eyes and focus on the image that form in the middle. There was an old thread of mine that had similar pics but im too lazy to search it.
 
For the record, some cars are just easy to put in gear. My moms van if you rested your hand on the shift lever (column shift) it'd slide all the way down to 1. Didn't even need to press the brake. Also, in my dad's truck, if you put it in gear and let off the brakes, it'll idle forward at almost 10mph.

Edit: But yea, the cop shoulda set the parking brake.
