Not a cop and abandoned his position without notice.

Allegedly.

I have a hard time believing he did not respond to the officer down call, which RUPD would have heard. While it may not be formally notifying them, it counts for something and he should not have been terminated.

He definitely should have radioed dispatch that he was responding to an off campus distress call. But, he said he did :hmm:

Hopefully this will get him a job with the city/county.

Or did I miss the part where dispatch tried to get in touch with him and couldn't?

You're splitting hairs. He left his duty station, didn't even have the common courtesy to do something simple like radio in or somehow otherwise inform his boss that he wasn't where his boss told him to be.
