Background: New system... MSI 6367 mATX, OEM Athlon 1700+, Retail H/S from a 2000+(w/ no thermal pad), AS2 compound, Retail 60mm "thin, noisy, 5000rpm" fan. Inwin 545 mATX case, Running Windows Server 2003 & Red Hat 9. Using MSI PC Alert 4 Utility to see temps in Windows. CPU Temp constantly at 67 - 71 C'. System Temp constantly at 10 - 12 C'. BIOS only reports System Temp, which corresponds with the PC Alert utility.
Problem/Issue: Temp is reported very high in Windows. The bios doesn't report CPU temp, so I don't have a comparison. The System Temp in the bios shows 10 -12 C', which equates to the mid/low 50 F'. Room temp is 78'F
Why is the temp not reported correctly in the bios? I am running the newest bios.

I removed the heatsink after initial run to verify correct seating. There is a spot on the CPU die where it looks like it is making more contact than the rest of the CPU. The heatsink is not HOT to touch. Just barely warm. When this H/S was on my 2000+, it ran at 65C' and was HOT! to touch.
I am wondering if the CPU is really running at 70'C because of a lack of contact to the heatsink. I don't mind replacing the heatsink/fan, but since this one worked fine on my 2000+, could it be the CPU?
I purchased the CPU from Newegg. Has anyone had to replace a CPU through them? Is it a hassle?
