Cooling Question on a video card

Greetings,
I have a slight problem I have a visiontek Ti4600 128mg card. This card is still fast I feel but the issue is that the heatsink and fan on the chip are falling off. The fan looks like its ready to die also. I am considering my options.
1. visiiontek will give me a 70$ credit on a xtasy 9600 XT 128mg card making me pay 120, or 40$ credit ona 9600 SE 128mg card making me pay 80$
2. I was wondering if it were possible to replace the heatsink and fan, and if so how can I get it to stay secure on the video card.
3. Maybe one of you have better options. I really appreciate any help you can give. Thanks a lot.

If I do get those to work, how would I stick it onto the video card? Because the video card goes on vertically obviously. How does it clamp on?

Arctic Silver has a themal conductor that is also an epoxy adhesive as well. I forget what they call it. I'm sure someone will know.

They would clamp together via two opposite holes that are around the graphics chip.

I personally would opt for replacing the cooler with a Arctic Cooling or Zalman one over trading up for a 9600 XT. Don't even consider the 9600SE.
