Cooling help

I just got a new case made by a local computer store here. Picture of case

It has 1 intake fan in the front, one on the side blowing out, a plastic enclosure that sucks air in, directly over the CPU (you can see it if you look at the picture) and a smaller fan blowing air out the back, also right by the CPU.

Ever since I installed everything into this case, my CPU temps have risen to almost 70 C when under load - hotter than it was in my old case WITHOUT the fans directly by the CPU. In desperation I set the case on its side and placed a fan directly next to the heatsink - blowing towards the back of the case. I just set it there on the motherboard, not attached to anything. This cut the CPU temp down a good 7-8 C, but I can't do that as a permenant solution.

What can I do to help this thing cool down? The MB temp has dropped considerably since I put everything into this case, but I need to get the CPU cooler. Does anyone have any suggestions for how to arrange it so the airflow will be better through the heatsink?

If another fan next to the hsf drops it the temp that much, I'd consider investing in a better heatsink.
The ax-7 is only ~$20 shipped from svc.com
To add a broken record comment, make sure you installed the hsf correctly, with correct amount of paste, etc.
I'd also suggest moving the fan arrangement a little.
Make all the rear fans exhaust, and the front & side intake. play around with the fans before spending cash.
