PC Power and Cooling is a good place to start off when looking for fans. What are you trying to cool? The thermal detector on case fans are pretty cool because if it's not that hot inside your case, it will slow down so it won't make as much noise. Then when it detects that there is a little bit of a heat build up, it will spin faster to blow out or intake air. If you're getting a CPU fan, you should get a durable one (not one of those cheapo fans) because your CPU is the most important thing in your system. Hope this helps.
