Cooling Confusion?!?

I would like to first thank you for your time and helpful sugestions. I am running an Intel 3.73 with a Zalman CNPS9500 CPU Cooler and at idle it runs at 48C with several fans and an open case. Now when I am running any type of CPU taxing program or game it can go up to about 67-70C. The Temp in the room is around 17C with the air con always blowing towards the case. Now the first question that I am having is. I know that this is not water cooling but arn't those temps a bit high. Now I am also wondering if I should change over to watercooling?
 
Thanx for your help even though my CPU is not on that list. I am still wondering about how much water cooling would help me. How much would I look to have to spend to get a good water cooling system.
