CoolerMaster UCP 1100w - DOA?

intro:
i'm finally getting back into the game, of building my own rig after several years. i ordered a bunch of stuff off of newegg for an all around system - main purpose is for media serving / gaming.

rig won't power on:
i connected everything up, plugged the power cord in an outlet which i know works (lamp test), hit the power switch on back of PSU. the led next to the switch did not light. pressed the power button on the case and nothing. i double checked the power switch, reset switch, hdd led, etc ... case wires to the m/b (ground to negative) and everything seemed to be connected correctly. i turned the power switch on the psu off, unplugged, wait 5 min, retried again w/ same result; nothing happened.

psu, no signs of life:
i took the psu out of the case, not connected to any peripherals in the case, and plugged it into the wall (again in a outlet i know that works - lamp test). turned on the power switch and nothing, again. the led next to the switch has not once been on. finally, while still plugged in and turned on i put a voltmeter to the cpu connector, a molax connector and m/b connector; nothing registered. tested the power cable to the psu; it registered 120.6V.

question(s):
- its safe to say that i got a doa and its time to rma?
- do you need to have the PSU connected to the m/b correctly before it will turn on? (i assume yes - but i also assume that plugged into the wall, standalone, i should see some hint of power)

though:
below is a list for the rig. some might say overkill on the psu for what i got but i was planning on getting another video card in the near future and adding 2 more 1Tb drives.

Pull the PSU out. Now take a metal paperclip and stick it in with the green wire and one of the black wires on teh 24 pin main connector. If the switch on the back is on then this will turn on the PSU. If it doesn't come on then its DOA. In which case you need to contact Coolermaster about a replacment.

thanks for the help. i did as you suggested mpilchfamily, following the visuals from jonnyGURU and still no love. the PSU was plugged into the wall and the switch was turned on. applied a metal paper clip to the green wire and various different black wires (grounds) and nothing happened. the led on the back of the PSU did not come on nor did the fan w/in. i guess its just bad luck. i read lots of good things about that unit (5 eggs from everyone on newegg + tomshardware gave it great reviews also) and im sure its a great product but i get the dud - oh well. thanks again!
