I have seen some tests done where they have ran the hyper 6 passively with poor results; however, they did not setup the case for optimal passive cooling.

My question is can a processor consuming 89 watts under 100% load be cooled passively with the hyper 6 if the motherboard is outside of the case and oriented such that the board is perpendicular to the ground and the fins of the hyper 6 are oriented such that they are perpendicular to the ground, aiding natural convection?

At that output you would be hard pressed to run passive stably. You could try some of your ideas (which BTW is basically what Dell does) but you might still need a large undervolted fan blowing over it.
