Coolermaster Hyper 212+ fan on my Hyper 212 Evo: Temps

Yesterday I switch my the fan that came with my Hyper 212 Evo with the one that came with my Hyper 212+. Temps dropped about 2C under full load on my i7 3930k with the fan from my Hyper 212+ on my Hyper 212 Evo. On the Hyper 212 Evo with the stock fan I got 70C running Prime 95. After switching fans I got 68C running Prime 95 and around 1C cooler on idle compared to the Evo's fan. Is the fan on the Hyper 212+ better for heatsinks than the one that came with my Evo? The one that comes with the Evo has less static pressure listed on the box even though it has better airflow than the one that comes with the Plus. I noticed that the one that came with my Evo runs at about 1800 rpm max and the one that came with my Plus runs at about 2000 rpm max.

Is my fan that came with the Evo running below specifications or is it really just an inferior fan for heatsinks to the one that came with the Plus?
