CoolerMaster has a new CPU cooler design based on a squirrel cage style of fan as seen here.

CPU Cooler

This style of fan are good at moving air around, I use one at work to help keep me cool plus they are the same style used in cars and trucks heater and A/C system. I would have to think it would keep a CPU pretty cool.

my friend has one of these and they dont really push that much cfm (10-27cfm).
computer doesnt even boot up at low speed, and high speed is rather loud

It works quite well. I had it at 2800rpm all the time since 3500rpm produce more noise with 2C difference. Even at 3500rpm, it's still much quieter than old Delta 38cfm one.

What kind of temps are you getting? I max out under load at 46C with a Vantec Aeroflow while I idle at 42-44C on an XP2400 Athlon. What CPU are you using it on?
