Question Cooler Master ML120R fan speed variance

Hello, I just finished my new build (main in my sig) and I still have a lot of testing/drivers/etc... to finish. As the thread title states I'm using a CM ML120R AIO water cooler. Installation was fairly easy though I believe I used too much TIM, oh well, I may fix later. One thing I did notice after installing the gigabyte monitoring software was the the CPU can is behaving strangely. The temps would range between 32 and 48c on my 2700x with the fan speeding up each time the temp rose and then slowing down as it cooled off. The strange part is that these cycles were very fast, a few seconds in total. So the fan is fairly constantly spinning up and down as the temp changes.

I'm not worried so much about the noise, though it is somewhat annoying, more about why the temp is going through such swings so quickly. Could that be an example of a crappy installation? Or just the nature of the setup? I'd prefer the fan speed to be somewhat constant so I can adapt to it, but I'm more worried about the setup overall.

Any thoughts? Any thing I can do to test it better?

So checking CPU-Z and HWinfo there does seem to be some frequency change, but when I leave the system alone its fairly minor. I see ranges from 2.2ghz up to 3.2 as a whole or 4.3 on a single core, but its mostly hovering around 2.2. During this time the temp ranges from 32c (Tdie) up to 47c with the fans constantly adjusting in an ~3-4 second cycle from 1300rpm up to 1900 rpm.

Is this normal behavior for a Ryzen? Once the whole case is placed on the floor and the back side is away from me I am unlikely to notice the fan speed variation, but this just does not seem normal. My other systems definitely have cpu frequency shifts, but I don't see the same kind of temp swing. However, this is my first watercooled setup so....?

Have to wait for someone with Ryzen experience. I can't say for sure, but it does make some sense if the CPU is clocking up and down as well. The newer chips from both Intel and AMD can shift speeds much faster than before.

Alright, after more experimenting it appears to just be normal variation in temps. I ran prime95 and maxed out at 60c which seemed great for the CPU, though the fan noise was somewhat whiny. What I'm trying to figure out now is how to reduce the constant fan variance. The case overall is so quiet, even with the mesh, that I can hear the CPU fan spinning up and down with the CPU clocks and temp. I disabled cool and quiet and it forced the CPU to stay at 4.1 on all cores unless loaded but even then the temp has random spikes as things load the CPU and the fan quickly adjusts to that. So, a few questions:

1) Can I set the radiator fans to a higher min speed? This would drive up overall noise but if it kept the noise level more constant, except for heavy loads, it would be great.
2) Should I instead increase the case fans speed (assuming they are adjustable) to drown out the radiator fan variation.
3) Can I replace the fans on the radiator with larger, quieter fans? Would they even fit?
4) Replace water cooler with air cooler....

Thoughts? Overall the case is nice a quiet, that freaking cpu whiny fan variation every 3-5 seconds is just driving me crazy!
