Cool n' Quiet not working with Sempron 3100+ and NF3

I've been trying to get CnQ working on this system with no luck. As I've read, AMD's Cool n' Quiet program doesn't work correctly if you're using a lower multiplier than the maximum when overclocking. In my case, I'm using the lower 8x multiplier instead of the 9x maximum.

So, I've tried using CnQ alternatives like RMclock or CrystalCPUID. However, when trying to adjust to a lower multiplier and voltage on the fly (5x, 1.25v), the system just freezes up. I've updated to the latest Epox BIOS for the board, and the BIOS revision notes indicate CnQ updates for the E6 revision chips. In the case of this Epox MB, there is no setting for CnQ in the BIOS, and is enabled by default.

RMclock: The system locks up a few seconds after lowering the voltage/multiplier. I can verify the changes using CPU-z before the hard lock.
CrystalCPUID: The system locks up immediately when trying to adjust the voltage/multiplier.

I've tried searching for a definative answer, but can't find anything. I did stumble upon some info indicating that CnQ doesn't seem to work well with 2 DIMMs, but it seems this issue came about when the NF3 platform was first released (2004) and appears to have been ironed out since that time.

I've not installed the AMD CPU driver for CnQ because I understood it wasn't needed unless I was using AMD's CnQ program.

Any ideas what the problem could be? Does the AMD driver need to be installed for the alternatives (RMclock, CrystalCPU) to work?

Problematic with those proggies. The AMD C n Q works. Why run at 8x when you can set to 9 x 270MHz FSB. Same core speed but faster overall performance. My Corsair Value Select (2 x 512) will do 230MHz. The 1GB Corsair VS ($68) has no problem reaching 250MHz.
